* firebird2/src/iscguard/cntl_guard.cpp:
Running as a service, while stopping, fbguard.exe did triggered the
engine service stop but did not wait for the complete stop before
reporting successfull stop. This could led to problems, dependent
on system response time, when attempting removal of services
immediately after a stop. Problem could be surfaced through instsvc
and through the control panel applet.
