1b96d77fab Fixed regression introduced by me in patch for CORE-3326 - too many unnecessary calls of ISC_check_process_existence(). 
Added defines to switch usage of fast mutex off if necessary.

da2d40f9b2 A quick fix for the incorrect error reported while dropping a role. The better one would need a new record in msgs, but this may conflict with new messages in FB3. 
By the way removed the goto ugliness.
