c6f0563c44 Added/Updated functional\syspriv\test_access_shutdown_database.py. Added substituion pair for suppressing '-Some database(s) were shutdown when trying to read mapping data' message that appears on Classic when we try to bring DB online using fbsvcmgr call. 2) median ratios must be ignored if both medians have proximity to zero, usually this is ~20...30 ms.
   This is tuned by setting MAX_MEDIAN_TO_IGNORE.
